what the hell is going on gta v steam almost using my cpu in 100%

What kind of CPU is it? If it's something older/weak then this wouldn't be surprising. If it's a modern i5, i7 or Ryzen 7 then yes this would be odd.

if more of the CPU is being used than it's better since you get more performance out of it.

You could try turning vsync on.
