Question GTA V Stop and Go Graphics, Low FPS, 2-5 FPS

Specs : I5-9300H 2.40GHz , GTX 1650 , 8GB Ram , 512GB SSD,

when i play GTAV i get huge stuttering like basically everytime i move my mouse it starts lagging and stuff and huge fps drops from the loading screen but it only happens when i play GTA V, if i play other games, i dont get any problem, anyone have the same problem, or anyone have any idea what is happening to the game? Thanks

How are your temps?
Also....please post the make, model and age of your power supply.
