I have Intel pentium g3220 and gtx 960 ,6gb, and I have my settings on medium-high . While I was playing the prologue it worked perfectly on constant 60FPS ,but when it moved to the first mission ( the one where you steal the white and the red cars ) it was stuttering every couple of seconds. It goes from 60 to 20 to 40 and so on so forth.I don't know what to do.

Solution

Best thing you can do is to increase resolution and some settings up to put bigger load on gpu and less on the cpu, also upping msaa might help to reduce cpu usage, lower population density and variety to minimum and distance scalling also that puts big load on cpu and ram,and also turn of everething running in the background and maybe overclock your cpu that is pretty much all you can do

Thanks, that helped. Now I have solid 30FPS ,very rarely it drops less than 30.

Glad it helped, download msi afterburner and monitor cpu usage than play with settings and see which one drops cpu usage and it will help even more

It worked for a while but then it started stuttering again. I've seen some other cases and one guy suggested CPU Core Unparking. Will that work ?

Well,i think no,try putting power options to high performance in windows that might help and as i said before maybe try to overclock your cpu,but there is really not mich you can do Gta V is really cpu demanding game and i seen that it not even work properly on some quad core cpu's and you have a dual core so that's a big problem
