i didnt have problems like these before, but they have now cropped up and it has come to the point where i can't play the game properly. i swer this is worse than a console 🙁 also my computer in general is much slower than it was before i.e. typing this had a delay between pressing the key and it appearing on the screen and programs taking longer to load.

my current settings:
Ambient Occlusion - Normal
Anisotropic Filtering - x16
DirectX Version - DirectX 11
Distance Scaling - 40%
Extended Distance Scaling - 20%
Extended Shadows Distance- 0%
FXAA - On
Grass Quality - Normal
High Detail Streaming While Flying - On
High Resolution Shadows - Off
Long Shadows - Off
MSAA - Off
NVIDIA TXAA - Off LOLOLOLOLOLOL I HAVE AMD
Particles - Quality Normal
Population Density - 80%
Population Variety - 80%
Reflection MSAA - Off
Reflection Quality - Ultra
Resolution - 1440 x 900
Shader Quality- Very High
Shadow Quality - Normal
Soft Shadows - Sharp
Tessellation - Off
Texture Quality - Normal
Water Quality - Very High

PC parts:
FX 6300 w/ stock cooler
Asus m5a78l-m lx3
8gb ram 1600mhz
R9 270
dvd
evga 500w
case
windows 8.1

Solution
Anisotropic Filtering - x16 <--- Eats GPU time like candy
Reflection Quality - Ultra <-- Lower this a notch or two
Shader Quality- Very High <--- Eats memory!! And GPU processing.
Soft Shadows - Sharp <--- Lower this a notch or two
Water Quality - Very High <--- Not needed to enjoy the game. Lower this.

You do not have a mainframe there. You left off how much memory your video card has, which leads me to believe you have 2GB of memory. Whats most likely happening is that your settings cause the card to need more than 2GB of memory, and it starts using system memory, which causes stuttering. Lower the settings some, get that memory usage down to 2GB, and the stuttering should go away.

drivers on raptr say up to date
will run a virus scan now
should i do the benchmark test in game or do i have some weird program to monitor the stats?

Solution
What program(s) are you using for the scan?

Try running a benchmark test while using some sort of temperatures monitoring software such as HWMonitor. Use another program to monitor CPU speed and check for throttling (when the processor begins to overheat and the CPU throttles itself to a lower clock speed).

That doesn't explain how is system is noticeably slower than it was before.

you would be right in saying i have 2gb and actually i am only using 1267mb (at least thats what it says on the bar at the taop, clearly in the green) what should i lower anisotropical filters to?

ok and for soft shdows should i put on amd chs or softest or softer???

also my game always opens in windowed mode and i have to change it to fullscreen. is there any way to stop this?

ok my game is now running a buttery smooth 60-ish fps but looks slightly worse than before (an excellent compromise), thanks all for your help and fantastic responses in this short time. if you are in need of help i will put my current game graphical settings which worked like a dream for me.

hopefully one day i will get a better computer/upgrade my computer so i can have better graphics in games to come

Ok, now that its running smooth at 60 FPS, you can attempt to increase one setting at a time, and see if it continues to give you the FPS you want, and hopefully improve the appearance some. It will take time to change one setting, go play the game for awhile, decide if that change was noticeable or not, and watch that FPS number, and then make the decision on if you want to keep that change or set it back to what it was and try something else.

But at least we got the game play back to where you wanted it. Stronger hardware will help, but we all have to live with budgets, and learning how to make our hardware run at the speeds we want can take awhile. But I think you understand this now. Experiment a little bit at a time. Learn from this. :)
