GTA V Stuttering on Capable PC (What do I really need?)

Well, I recently got Grand Theft Auto V, and like most other open-world games that I've tried, I got an unbearable amount of stuttering.

So, I'm basically looking for things that I can add to my current build or OC in order to squeeze out the stuttering.

SPECS

CPU: Intel Core i5-4460 LGA 1150

CPU Cooler: Stock Cooler

GPU: EVGA GeForce GTX 970 4GB SSC Gaming ACX 2.0+ Cooling Graphics Card

HDD: Seagate 1TB Desktop HDD SATA 6Gb/s 64MB Cache

Power Supply: XFX 650W TS SERIES FULL WIRED 80+ BRONZE PSU

Memory: Crucial Ballistix Sport 4GB (One Stick) [Defective motherboard couldn't take two sticks at a time]

Case: Thermaltake Versa H22 CA-1B3-00M1NN-00 Mid-tower Computer Chassis

Motherboard: Gigabyte LGA 1150 Intel H97 HDMI SATA 6Gb/s USB 3.0 Micro ATX DDR3 1600 LGA 1150 Motherboards GA-H97M-HD3

Solution
When playing the game, what are the temps on your gpu and cpu? Please post.



Turn off high detail shadows, turn shadows down, turn tesselation to x8.

Make sure it's running the latest direct x.

Cap frames at 60 if a 60hZ monitor and your golden.


By golden do you mean being able to have everything else at maximum settings? (Testing temp right now).

 


60 Degrees Celsius for GPU and Mid 50's for CPU.

Is that bad?
 
Well, I don't know what it is, Bail, but when I applied the settings you recommended that I tone down, most of the stuttering eradicated itself. Although there's the occasional hiccup, at least the game is finally playable until I upgrade my cooling system. Thanks alot man.
