GTA V Super Low FPS

Hello world. I'm having really low FPS in GTA V. I've tried everything, Even at minimum settings I'm only getting 35-40 FPS while at 1080p w/ Ultra settings I get 15-25. What could be the issue? System Specs below:

AMD FX-8350 @ 4.5 GHz
MSI 970 Gaming MOBO
16 GB G.Skill Sniper @ 2133 MHz
Radeon R9 380 4 GB GPU @ 1020 MHz

All OCs tested stable and under max recommended temps. RAM is at 53% usage whild playing GTA V.

check cpu and gpu temperature, hwinfo or msi afterburner is good tool.

CPU is running 32 degrees minimum and 67 degrees maximum at 100% load in Prime95, seems to average at about 52-65 degrees. GPU stays around 50 degrees. I tried overclocking in MSI Afterburner but the Core Voltage is locked and the OC settings always revert to factory specs, so it's running 990 MHz now. Still really bad FPS. Could it be my GPU not operating at 100%?

at low setting, what is CPU and GPU usage?

At both low and high settings GPU load fluctuates between 0 and 100% every few seconds. The CPU stays about 40-50%

did you upgrade to this gpu from an old one? If so, did you clean up the old gpu driver?
Otherwise, update gpu driver first.

It's the original GPU, I adjusted some in game settings and changed my power settings in Windows, now I'm running everything at Very High settings and getting a steady 60 fps. I did have 2 really quick FPS drops down to 18 fps, but they only lasted a couple of seconds.
