GTA V won't allow me to change graphical settings

When I change the settings in GTA V and restart the game as prompted they get reset to the basic settings. I should be able to run GTA V on Very High to Ultra settings in 1080p:
XFX GTR 480 8GB
FX - 8350
16 GB of RAM
I put it on a Kingston SSD with ample room to spare.

Once I set everything up in the settings and click "Apply" it asks me to restart the game. And for some reason it has fixed itself and applied the settings.
