GTA V won't launch unless I restart my PC

First of all, hello everybody, I'm new to this site and to forums entirely! :bounce:
(English isn't my native language, so please excuse any wrong grammer or misspelled words)
This post revolves around GTA V but i think it's related to hardware as well.

1) After a game crash, I didnt restart the game and just left my computer. In the morning after it, I restarted my PC and tried to boot GTA V, but the game launcher crashed a few seconds into loading the social club menu. I tried "Verifying Game Files" in Steam, it didnt help, so I reinstalled the game (it took like 6 hours with my potato internet). After the fresh reinstallment, launcher still crashed, so i restarted my PC. than GTA V launched. I closed the game after about an hour of playing, and did other things. When I wanted to play some more GTA, the launcher crashed again, over and over again, until I restarted my PC. So now I basiclly have to restart my computer every time I wanna play.

2) I have an awful stuttering issues as well, but i'd like to solve that crashing issue first, so I can restart the game and change my settings, to try and solve th stutter.

My specs:
i5 6500
GTX 1060 6GB (Gainward)
8GB ram
1TB HDD
win 10 64bit
Latest Nvidia drivers

Well, first of all, welcome to tomshardware!

This might be a memory problem. This would explain the fact that you can start the game after you restart your PC.
Stuttering can also be caused by a low amount of memory.

Could you anwser these questions, so we can rule out a few problems

Does your game run fine for a period of time, after which it starts stuttering? If so, how long?

Could you take a screenshot of your task manager before you have to restart your PC.

Do you have a lot of background programs running when the launcher crashes?

Do you get any kind of error code or number? If so, which one?

What have you tried to resolve this issue?
