GTA worked on 960 but not on 1060

Hello I recently upgraded from a 960 to a 1060 and all my games run AWESOME but one...GTA 5! It sometimes has high frames but looks like it keeps freezing COULD downclocking make a difference? If so can I only downclock on that game?

PS: I only launch steam and nvidia programs on a startup so it isn't an issue there.

Specs:
Gtx 1060 (6gb)
I5 4469
8gb ram
1080p @144hz (switching to 60 doesn't help)

Try a new driver uninstall/re-install using DDU from safe mode to do the uninstall/cleanup. http://www.majorgeeks.com/files/details/display_driver_uninstaller.html

If still no joy, after that you might try re-installing the game with the new driver and card now present.
