GTA5 lags on AMD R9-290

Hi guys, I just recently bought GTA5 on Steam and im running this game in a very low FPS, around 20-30, been experiencing shuttering and lags a lot. I've tried all the "recommend" game settings, include get a new graphic card driver and pc settings. But they won't work.

My specs are: ( I didn't know how to get specs in a list so i typed them)
AMD R9-290 4GB graphics card
AMD FX-6300 CPU
ASrock 970 extreme 4 motherboard
1tb 7200rpm hard drive + 120gb kinston ssd
1300wt power
and the CPU&GPU all on original fan cooling system

would it because of my CPU or motherboard is too low? and If I would have to change a new CPU, should I go for fx-8350 or I5s?

that CPU is fine, is it overheating though? a stock cooler is often a pretty poor cooler so I would get a thermal monitoring software like realtemp or CPUz to see what it is reading, it could be that your cad or CPU is overheating and throttling.

while playing it, my readings for GPU is 76c and cpu is 69c. is that bad? and the shuttering and lags are started at the beginning of the game.
