GTAV Same FPS on Normal / Ultra settings

I have a GTX 750 Ti, 8GB Ram, and AMD a8-6500. With all of these settings I only get 30-40fps. Is this due to lack if optimization or is there something wrong with my system?

I'd also like to note that 720p/1080p does not make a noticeable difference in framerate.

When graphical settings does not change your performance, that is a big sign that you are bottlenecked, most likely by the CPU, or you are using V-sync or a FPS limiter.
