I dont know if my CPU and GPU are bottle-necked i get poor fps on a lot of my games but it isnt consistent sometimes in Over-watch or Rust i will get 100fps + and other times ill be lucky to get over 60fps

What refresh rate is your monitor? if it's 60hz, there is no point aiming over 60FPS aside from consistency.

The easiest way is to just test for yourself, as there are many variables you haven't describe which creates the scenario correctly answered.

Decrease the resolution as low as you can. Just make sure the GPU usage when recorded by a program like MSI afterburner isn't near 99 - 100%, and atleast one of the CPU's cores is. The FPS you receive there is your CPU's performance limit. If it still produces undesirable framerates, you can only upgrade the CPU. If the FPS produced there is fine with you, the CPU is fine and it's the GPUs problem. If this is the case you just have to turn down graphics settings + resolution.

It cant be the gpu as it is a 1050 ti 4gb new, no marks scratches temperature problems. my monitor is 59hz and my apu used to be good alone with out the gpu . I feel as if the cpu cant keep up

Just because it's new doesn't mean the GPU isn't bottlenecking. If you are wanting the correct solution, have a try of what I said above.

i never said it was because it was new i gave 4 examples
im just asking if there is a bottleneck via CPU. also changing resolution wouldn't do anything and gtx 10 series shouldn't have to run at lower than 1080p 60*

What settings do you play on? Sure the gtx 1050ti is a good card but if you play demanding games at ultra it wont get 60fps.

What games are we talking about that are not running properly?

Its possible that the A8 is bottlenecking, but depends on the game aswell. Like suggested before, you can install MSI afterburner and see if your cpu or gpu is running at 100% then you know which component is the bottleneck.

Most usual games like csgo, gta, rust, and just other games like that first person shooters and survival.
i look on youtube and see benchmarkers on medium - high settings getting 60fps + on most ofthese games but i get 30-40 with 7fps drops.
