Fixed :
i updated the latest bios version
i used ddu, i uninstalled all intel ,amd, nvidia even the sound
there is no difference
but i turned off geforce experience, it fixed the stuttering

im new on this forum, yes it is new account, and it is not fake
but with experts on this forum, i think i can get the answer
before i tell my problem , forgive me if there is something wrong with my words or my grammar, english is not my first language
i have i3 2100 3.1 ghz
8gb ram
gtx 1050 ti 4gb oc
my monitor is 1366 x768
yes, gtx 1050 ti is not powerful to you
because i play at 1366 x 768 resolution, i think gtx 1050 ti 4gb oc is enough
but it is not like what i expected
The problem :
i have stuttering everytime one of gpu and cpu hit 93% usage (i use msi afterburner)
both temperature less than 70 celcius
i tried to set default , set the highest performance by turning off all quality effect options lika AA and more in nvidia control panel, but it has no difference
and i tried to set very low the graphic and set the lowest distance scale in game, it is still has no difference
okay, i guess it is bottleneck, but when i play it RX 550 4GB with the same cpu and ram
there was no stuttering
may you tell what wrong is?
stuttering also happen in some games with gtx 660 ti gpu required
i dont overclock , i just use msi afterburner to check gpu, cpu and ram usage
i also optimized my OS by turning off some services , disabling visual effect and etc, no result
