GTX 1050 Ti issues with games and other things (Chrome) (Overwatch)

So recently I have bought a GTX 1050 Ti (factory overclocked) (one fan) (evga). I've ran into some problems since then. I'll try to explain them with detail.

■Overwatch Frame Spikes
■Display crashing
■Chrome and others freezing

Ok so i'll begin with overwatch frame spikes. For some reason when playing overwatch i get random frame drops. For example. For the first match everything is smooth and fine. Solid 1080p gaming and I average 120 fps. But then the next game my fps drops suddenly. The game starts stuttering and it goes sort of like: 120 fps, drops down to 30 then back to 90 then down to 43. It makes gameplay impossible. Whenever I restart my computer, it restarts the cycle (first match is awesome, next are spikes)

Next I have my display crashing. At least once every startup, my display freezes, then goes black. For the next few seconds it stays like that and then goes back to normal. Usually when this happens it is accompanied by a LOUD whining noise coming from my monitor. I got my AOC IPS 27" LED monitor back last August. Sometime during February I believe there came a loud whining noise. The first time it happened I smelled something burnt so I immediately shut off my computer. My monitor also made an extremely loud sound. After that I'm forced to disable my monitor is playback devices so I don't hear that. I will get a video of it when I can. So now whenever the display goes black and then turns back on, for some reason my monitor enables itself and starts whining super LOUD again. I suspect it has something to do with the GPU because my previous did not do this.

Finally I'll talk about my chrome and other things freezing or slowing down. First of all my chrome seems very slow now., When watching youtube videos they freeze a lot. Also I feel like my signing in has significantly slowed down. But mostly chrome is unresponsive now, slowing down. I heard it is GPU accelerated so it may have to do with my card.

GPU: GTX 1050 Ti SC (4gb gddr5)
PSU: Dual rail 12v + 16A 500W
OS: Windows 10 prebuilt in PC
HDD: 1TB
SDD: Not installed
Optical disk: CD-ROM
RAM: 8gb (x2 4gb ddr3)
2 fans in the case. Has LED lights inside.
Attached and connected devices: x1 Razer Blackwidow Ultimate x1 Gaming Mouse x1 HDMI for monitor x2 cables for headphones and mic

My minimum power supply needs is around 300-400 watts (psu calculator)
The GPU does not come with a 6 pin connector or 8 pin so I assume it does not need additional power. I have read it only consumes 75w and the PCI-E slot supplys maximum 75w, I connected the card in a PCI-E x16 slot and put a PCI WLAN adapter right next to it on the left in front of the fan. I have tried overclocking it and now it's core clock is 260mhz higher. I use MSI afterburner for overclocking. My previous card is a GT 720 by MSI and needed 19w.

Ok so I have a gtx 1050 Ti (title) and I think it's thermal throttling at 55 Celsius. I have msi afterburner and at first I observed my games dropping FPS after a while. So I studied msi afterburner during these lagspikes and I noticed these spikes happen when my core clock drops mhz. So naturally I assumed it was thermal throttling that caused this. I went t the graph and my GPU temps stayed around 50-60 degrees Celsius. When idle it is around 30. On msi afterburner I set the max temperature the GPU is allowed to go to as 90 degree celcius. Next I assumed that it was my CPU. My CPU was around the same temperature as the GPU under load and CPU usage never spiked heavily during those lagspikes.

But I do know that the lagspikes are because of my core clock dropping. Any solutions?
