GTX 1050 Ti Overclocked throttling

My new AFox GTX 1050 Ti is throttling like crazy presumably because I messed up while overclocking. I increased core clock by 175 MHz. and memory clock by 725 Mhz. and set fan speed at 75%. I had it overclocked for 1-2 days now but at lower frequencies. I started FIFA 18 and it was lagging like crazy. Then I saw my GPU temp was stuck at around 65 - 70 degrees even at idle. It just won't come down. I've restarted my PC. Reverted the clock speeds to stock. I even uninstalled MSI Afterburner but the temperature just wouldn't go down to normal. It's still stuck at around 65-70 degrees and I can't play any games cause it's lagging a lot. I just bought this card about 3 weeks ago. Any help would be very appreciated.

Solution
doubt windows would affect the temp on your video card. if the temperature is that high at idle then I look inside the case while pc running to make sure the fan is running on the video card. if it is then I suspect either it isn't running at proper speed or the past between GPU/Heatsink needs changing.
how old is the video card? also suggest download HWINFO and run it in sensor mode to confirm the temps your getting on your video card.

I've cleared the OC and ran it at stock settings but the temps are still the same. As soon as I start my PC it just ramps upto 66+ degrees all of sudden, even at idle. I'm confused as hell. I just bought the GPU like 3 weeks ago.

You can also try removing your current video drivers with "Display Driver Uninstaller", it will be best to do this in "Safe mode". After that, install the newest video drivers from NVIDIA site.
