Question Gtx 1050 ti overheating

I have a gtx 1050ti in a old dell small form pc. When I turn the pc on the temperature of the GC goes up to over 90 degrees I don't even need to play a game for the tempature to rise. I have played with the msi app that allows the fan profile to change but the temperature goes doesn't go down. I can't hear the fans working apart from when I put the pc into stand by. Being a small form pc could it be a lack of power why the fans don't work when on or another setting I am missing?

dust off all fan and if you could repaste cpu cooler there is mot much you could do since it is small form one with only a case and pu fan .
