Question GTX 1050ti and i7 8th gen-Why only 25fps for CS:GO and 35fps warthunder?

GTX1050ti, I7 8th gen 1TB hard drive, 8GB RAM madeby ASUS and is a Laptop.

Please help because I spent a lot of money on this laptop.
