Bottleneck is an overused term that does not really describe anything.

But to answer your question, It will slightly due to it being an APU. But if you use the Ryzen 5 2600, no then the performance will not be limited by the CPU. But I suggest that you get a AMD RX 570 which is currently less than a 1050TI and has better performance than a 1060 3GB.
