The main problem there is your CPU, an Intel Pentium dual-core (Sandy Bridge)with no turbo Boost, no hyper-Threading is holding back the performance on your new 1050Ti.

Solution, upgrade your CPU to a newer Skylake or Kaby Lake CPU

Edit: Plus a 8GB of ram will help a bit

The first thing people usually ask is if you removed all your old drivers for the 210. DDU is often recommended, then reinstalling the new card. The second is to ensure all components (CPU, GPU) are running at their correct speeds. Finally, check to see if any in-game settings have changed going from one card to the next.

And drivers, did you make a clean install with the new GPU?

Counter-Strike: Global Offensive lists DX9 as a minimum and DX11 as recommended, so has codepaths for both.

The heavier load on the CPU from the DX11 path means Source Engine defaults to 3 threads, although you can specify 4 (with -threads 4). This doesn't help you with your 2-thread CPU so drop to DX9 mode.
