Gtx 1060 3gb Loud and Hot?

So I recently just bought the EVGA SC 1060 3GB and I've been using it for 1 day now. I've noticed the temperatures rise up to 79 degrees celsius even with my pc side panel open and with the fan at 89% (using afterburner). An example would be battlefield 4. My old 1050 (on the same graphics settings - high) would only get up to 72 degrees under load with my side panel closed (and be virtually silent). I understand that the SC is factory overclocked but I've tried downclocking it to 1500 MHz but it still results in the same value. The temperature just rises up to 79-81 in under 20 minutes of game play. The fan is also very audible at around 50%..the 1050 doesn't have any noise..Im not sure since this is a new card but is it normal?

No, that's not normal. Possibly the cooler has moved around a bit during transport and is now making poor contact with the GPU. It's a new card, ask for a replacement.
