Gtx 1060 3gb not talking with monitor

I have a Gtx 1060 3gb graphics card that will not work with my monitor. I bought a pc that came with:

Gtx 1060 3gb
16 gigabytes of DDR4 ram
Intel core I7 8th gen
450 watt 80+ bronze evga psu
128 gb Kingston ssd
Western digital blue 1 tb hdd
Msi Z370-A pro

I have used it for 1 year and I wanted to change my case and fans so I got a corsair crystal series 460X. I put everything together(I am pretty sure i have everything connected) and when I start up it tries to boot but dies in less then a second of pushing the power and then retries but fails. I watched a video and found out that I have to take out one of my 8 gig sticks of ram and it turns on but the video card won't put out anything. I also am having a weird problem where when I plug in my mouse and keyboard, it take like 10 seconds for the keyboard to turn on and the mouse will turn on like my pc, lights up for a split second and then turns off but stays off. I'm not sure if it's my graphics card, my ram, or my mother board.

EDIT: Also, my hard drive light is hooked up right but it's not on.
