gtx 1060 3gb under performing

So this saturday at about 2am in the night when i was playing world of warcraft i got these sudden latency problems. It started lagging like hell i was probably at like 25 fps. I didn't change anything. I only placed my pc downstairs to play wow with my friend. And since then i've been having alot of lag. I've tried userbenchmarks my cpu, ssd, hdd and my ram are performing really good while my gpu is at 9%.
And i also play destiny 2 and it lags real bad but it didn't before.

Specs:

Msi 1060 gtx oc 3gb

Intel core i5 6400 2.70ghz

8gb ram

240 kingston ssd

1tb seagate hdd.

Please help.

What are your cpu and gpu temperatures?
Are both single player and multiplayer performing poorly?

I went inside of destiny 2 still really laggy and i got to about 63 gpu temp and 60 cpu
And i do lag in both multiplayer and singleplayer. i have win 10 if it helps

And something i should mention is the lag only last for like 1 minute and then it's lag free for 1 minute and it just goes on and one.
