Discussion GTX 1060 6 gb clock speed stuck at 139mhz - power limit cap- can't find a solution - help

Hi,

Issue - Gpu clock stuck at 139mhz.
Fur mark says that there is a power limit.

Steps taken until now to solve the problem.

  • Removed the nvidia driver using DDU and reinstalled
  • replaced the pcie power cable
  • updated bios
  • changed the power plan to ultimate performance
  • selected gtx 1060 as physx processor
  • changed power management in nvidia control panel to prefer max performance
  • checked voltage reading in bios, they seem fine.
  • Temps of CPU and GPU seem fine.
  • Very little presence of dust inside cpu cabinet.
  • Edit- Also tried a different pcie port on the mobo
Sometimes after PC restarts the power limit is not there for some time. I start furmark and it shows no power limit but after 1-2 mins it fluctuates 'power limit'
parameter to 1 and 0. 1 being there is a limit and 0 being there is not.

I've seen posts similar to this around and tried different solutions but they have not been working for me so I've started this thread.

Specs:
Ryzen 2600
16gb Kingston Value Ram DDR4
Asus Prime B350 Plus Mobo
Seasonic s12 520w bronze certified psu
Windows 10 Enterprise - OS build 1903
Nvidia latest driver 436.02
