Why does my GPU show the core clock speed as 350mhz?

I'm having issues running some games, it's very laggy for me.

additional info:
I bought MSI gtx 1060 6GB +
Came with installation CD, my laptop (alienware) doesn't have a CD drive so i went to MSI and installed the geforce gtx drivers.
I also downloaded MSI Afterburner and ever since i ran it I've seen issues. I uninstalled it and now all games i play I have to play on medium settings to see high FPS.
Did i possibly mess up my clock speed of my GPU?

well yeah you could of done anything reinstall MSI afterburner and in the middle of the application there is a round circle that will restore defaults click it save settings and reboot then you can delete MSI afterburner.
