GTX 1060 6gb Low GPU usage in most games

Im having issues when playing most games, PUBG, BF1,
my temps are ok,
gpu full load 65,
cpu 65

i5 6600 paired with an galax 1060 6gb
got 16gb ram 2113mhz dual channel,
already took vsync off,
Nvidia panel its fine too,
updated drivers, the windows is fresh installed
dont know what is going on..

The unique game that i got 99% usage stable is the witcher 3

If the GPU load stays low while vsync is off, it simply means that your CPU isn't able to push frames fast enough to max out the GPU. Unless you are having performance issues like stutter and large frame rate drops for no apparent reason, then low GPU/CPU usage is irrelevant. If you want to have high GPU usage for high GPU usage's sake, crank up anti-aliasing / super-resolution.

searching and the i5 6600 isnt supposed to bottleneck with this GPU, so..

and i have an 144hz monitor, so i have a lot of stuttering when drops from 90 to 55, 60's
