GTX 1060 6GB Not giving video and wierd fan behaviour

Hi. I've bought an used GTX 1060 6GB From ebay (from a very reputable seller) and when i plug the card it ligts the LEDS and the fans shake (spin and stop several times).
Any ideas to bring the card back to life? Or i just got scammed and theres nothing to do about it?

EDIT: I didnt mention that it gives no image on any of its ports. Its not even recognized by the system if i use the integrated graphics

Might be a damaged card , but fans don't spin till 62C.
