Gtx 1060 6gb only 70% usage in assasins creed syndicate

My rig :

Gtx 1060 asus pc dual 6gb
I7 6700
8gb ram 2166
Asus maximun v3 ranger
1080p screen

So i am playing assassins creed syndicate , i am in london and the fps went from 80>100 to 55>68 fps in london .

Cpu usage is 95 which is fine
But why is my gpu usage only 65 to 70%. I play witcher 3 , rise of the tomb raider , far cry 4 all with gpu usage 90% to 99%


How can i enable my gpu to use 90>99% usage in ACS ?
The funny thing is that , i lowerd every setting to the minimum and i gained 0 fps . Wtf ?

that game is seriously cpu bound and poorly coded. very crap port




set to high with HBAO no AA

I am not even using hbao+ . And its on high .
I am afraid that my new pc isn't doing what its supposed to do ....

I read people getting 60 fps with an i5 and a gtx 980 usong hbao+ultra .

the game sucks, at ulta a 980 ti can barely get 40 fps
