My friend is on a low budget, however, we managed to gather enough money for either a 1060 or an R9 Fury X/ RX 580. He will be gaming at 1080p, and we will be buying off of eBay for either card. I would like to hear some statistics and opinions on which is a better choice. Thanks!

Well the Fury X is the better GPU between the 3 but it also has the highest power requirements as well as the fact you need a spot to mount the 120mm rad/fan. The only real downside to the Fury X is the 4gb vram were-as the 1060 has 6gb and the RX 580 has 8gb. I will say though 4gb is still pretty sufficient in gaming nowadays, even on a newer games such as AC: Odyssey I only see about 3.2gb usage on my RX 580 4gb on high settings.

The R9 Fury X outperforms it, but it's closely followed by the regular R9 Fury, which also goes for significantly less money (Reference: https://c10.patreonusercontent.com/3/eyJ3IjoxMjQwfQ%3D%3D/patreon-media/p/post/23771313/21d939e15fae485583a98d6ff51c4e32/1?token-time=1547942400&token-hash=VKJTJHa4rtptP_ErMtrLYmydPovQRtTjRlsnMssjuj8%3D).
