[SOLVED] GTX 1060 and GTX 1660 power consumption

Hi,
I'd like to ask you guys 2 questions:
1.The gtx 1060 and the gtx 1660 have different recommend system power when they're both using 120w of power. What are the differences between them?
2.I'm planning to upgrade my GT 1030 but I only have a 400w psu in my system. Which one( GTX 1060 or GTX 1660) should I choose for my computer to run without any suffering? Are there any options better for my pc?

Intel Core i5-8400
Gigabyte B360m D2V
1 x 8Gb ddr4
2 x120mn case fan
Coolermaster elite v3 400w

The 1660 came out around when high power draw CPUs like the I9 9900k were coming out, so they raised the power rating to compensate for other components in a system drawing more power.

I would not use any GPU above the GT1030 on that PSU. Your PSU is very, very bad.
I would upgrade your PSU before upgrading your GPU.

What is your budget for an upgrade. What country are you in. India perhaps?

I'm from Vietnam and my budget is around $200 to $250.
