Gtx 1060 error 43, no display

So my friend gave me a GTX 1060 6gb GPU by ASUS from a pre-built pc. He told me that he had the pc for around 4-6 months when error code 43 popped up and told me that he had no display either. I tried finding a way to fix it, thinking it was a problem with ram or something but when I tried it on my pc, I also had the same problems he had. Whenever I plugged in the 1060 by itself, I get no display and even when I plug the HDMI cable into the mobo, I still get no signal or display. I was told by someone to plug in a different graphics card as well as the 1060 and use the other graphics card as display, in which I did. I went to the device manager and the 1060 was being detected, but still stuck with error 43. The problem is that I can't really fix error 43 if I have no display coming from the mobo or the gpu, so I don't know how to fix error 43 for the 1060. And it's not an issue with my hdmi cable, since I got the hdmi cable literally yesterday.

16gb G.Skill DDR3
MSI 980 ti 6gb
EVGA 650GQ 80+ Gold
(GTX 1060 plugged in as well to try to fix error 43)

He's had the PC itself for longer, but i'm saying that he had the PC for 4-6 months before it stopped working, and so he started using his laptop instead. And i'm not sure if it is actually 100% defective as it is being detected on my setup, but has error code 43 and not producing a display. I'm not sure if error 43 is what's causing it to not display since it says that it says that it's being disabled/not functioning because of the error. But error 43 and no display for a 1060 seems like a pretty common issue from what I've searched.
