I'm some what concerned about my GPU life span. I want to maximize the life span of it.
So my GPU is set to start the fans at 60C, but it barely goes above 60C, So my fans are constantly turning on and off every 3-9 seconds give or take.
Is it better to leave the fans on, or leave it at this on/off state?

Meh it depends, personally I just got some really funky noises coming out of my GTX 1060 6GB G1 gaming's rear fan. I have fully confirmed that the bearings themselves either got messed up some how or wore out a lot faster than normal (when I spin the fan by hand, I can hear the fan make weird noises). I have a sneaky suspicion that it was the fans turning on and off over and over again.

However, there is a good middle ground. Use msi afterburner or EVGA XOC and set the fan options so that when the fan turns on, they don't immediately turn off below 60C. Rather they stay on until the card reaches say 57C, that gives the fans a ton of time before they have to turn on again.
I wouldn't recommend running your fans on your GPU constantly, some people do it but I don't prefer it. This is a weird situation, I'd say let your GPU do what its suppose to do.
