GTX 1060 fan wont turn on!!!

What exact brand and model is it? A number of graphics cards will keep the fan turned off until the temperature hits around 60 degrees, to keep them quieter when the GPU is at idle.

Is it not turning on under load or just not on when you're doing non intensive tasks? The fans wont spin till it hits 60c

it is a palit gtx 1060 3gb dual

i tried to benchmark it on firestrike(not extreme) and it throttles

Stop benchmarking immediatly!
Download MSI Afterburner and run it.

Click off "Auto" unlike in the picture, then manually throttle the fansped to the max. If it still doesn't spin, RMA teh card.

This is all assuming that you have installed the latest drivers from Nvidia.
