Before i start - sorry for my bad english.
My PC is I7700, 8gb ram, gtx 1060. And i have very strange fps drops even in old games like bordelands 2, neverwinter nights and torchlight. Usualy drops happen when i open inventory/maps/quest journal e.t.c. Or like in borderlands 2 or some more newest games fps drops when i watch on some big landscape (in this scenario fps can drops from 60 to 45).
I tried to enable in power settings - max performance, i tried install games on ssd, tried play with windows 7, cleaning drivers with DDU and reinstall it. - nothing helps. I cant find something
similar in internet. So please help me

Solution
you can always try to upgrade your RAM to a 2x8Gb. performance drops usually happens when your system is trying to free up space in the memory to accomodate the CPU commands to be sent to the GPU later. as you can see evidenlty on demanding scenes. more commands. more memory. not enough memory. slows down to free up space. then relays commands again.

I can't speak for the other games but in Borderlands (2/Pre Sequel) when you enter the menu it goes into a third person view with the game running normally in the background.

As far as how to fix this is just lowering the settings a little bit until it doesn't happen anymore.

Fps didnt drop on computer of my friends when they opening inventory in ds3, but on my pc in did drop and this fact can cost me life in pvp (when u did quick swap weapons or armor). And as i said before - fps drops in all games even in old, and not only when you opening inventory or menu, but in intense scense too. But ppl runing same games without any drops with pc that more weak than mine (borderlands 2 as exemple run smothly on gtx 760 win7, but my pc is lagging very offten in this game). So its all definitely not ok

Solution
I got the exact same configuration and also the same problem. Games like witcher 3 gets a 40-50 fps in high settings.i have to lower the settings to medium to hit the sweet 60 spot.but in recent games like assassins creed origins even thats not helping. Random fps drops to 4.i guess i gotta upgrade my ram.
