GTX 1060 is loud (unlikely coil whine)

Hello, everyone,

I feel it is necessary to point out that this is my first time PC gaming, only having recently (around a month or two ago) received my custom built PC from Centrecom in Australia.

My problem is my MSI GeForce GTX 1060 OC V2 6GB is very loud. It becomes loud when my PC is turning on (though that is quick) but also when steam and Discord load. I have only played a few games (Max Payne 3, CS:GO, etc.) during this time, but the sound didn't occur whilst gaming. However, I recently started playing the Prey demo, and I assumed everything would be fine on ultra, since weaker graphics cards have reached 60fps. Whenever I use the keyboard to move, the loud sound occurs and stops if I stop. I have messed with lowering the settings and only seems to not make a sound when EVERYTHING is on the lowest, even AA off.

I don't believe it is coil whining because I have heard coil whining if I don't have V-Sync on, and it goes if it is.

This has been going on every time I turn on the computer, and I have the latest drivers updated. It may be important to point out I did have no monitor, but a HDMI TV native 720p, but I used the Nvidia control panel to resize it to around 1080p.

I also doubt it is dust, since it is new, but since I am no expert, I shouldn't be jumping to any conclusions. This is something I do hope is not the result of a faulty card.

I would gladly appreciate any advice, and I thank everyone bearing with this bumbling fool, yours sincerely.

mec drive do spin and some you cna hear slight clicking. if it a larger wirll sound or clucks..google hard drive crashes listen to the sound files/videos. if it sounds bad have the store replace the hard drive. and have them check the fan issue.
as the pc was shipped to you. power the pc down and open the side panel. reseat the gpu. it may have walked from shipping. also check that there no wires near the fans. pulled in when fan is on. also check the fans see if any of them are missing or bent/broke.

It's a 'Cooler Master B2 Series 700W 80+' when I checked the receipt.

I have notice a wire leading from inside the gpu near the fan, but is that normal?

Hey, sorry if I wrote my problem ambiguously, but my PC was not shipped, nor delivered. I went to the Centrecom store and went back home. I opened up the PC, but am nervous whether to remove the graphics card; do the PCI cords connect to the GPU's fans? Also, I noticed my 2TB WD HDD is making slight noises, is this normal?

Sorry for the long wait, but I think maybe instead it's my hard drive. I have a WD Black 2TB, and it does make some noise.
