GTX 1060 low fps and stuttering

I paid decent money for this card and I'm pretty disappointed.
I play LOTRO and my average FPS in game is around 30 and there is stuttering quite often.
The GPU temps are 45-50c avg and it's seated correctly. I haven't overclocked it.
Any ideas why this is happening?

Have you tried offline single player games? The reason I ask is most online MMO's even with high end software will dip fairly often which is not a problem with your system but the game itself. In BnS with my hardware (i7/SLI GTX 780 6gb's) I normally play around 80 FPS but the game will often dip around to 30 FPS for 1-2 seconds, annoying but IMO is a common thing with most MMO's.

Hm, good point. Let me try Shadow of Mordor for awhile, any idea how to monitor the FPS in that game?

I use NZXT CAM Software since it has a in-game overlay to monitor FPS, Temps, etc. Also for games that use Uplay they have a option to show FPS.

Hey, it seems you were right. In Shadow of Morder, it's running between 75-100FPS and doesnt go over 100, I think the game won't allow it maybe. Does this seem alright to you?

Seems about right, certain games have a cap for FPS such as BF4 (max 199 FPS) and if your monitor refreshes at 60hz then that's good. As far as LOTRO you are going to want to adjust the settings and turn off stuff that doesn't make much of a difference graphic wise but will improve performance. Things like NPC detail & distance of objects adjusted lower should improve FPS although I don't know LOTRO graphic settings but there should be similar options.
