GTX 1060 low fps and stuttering

I paid decent money for this card and I'm pretty disappointed.
I play LOTRO and my average FPS in game is around 30 and there is stuttering quite often.
The GPU temps are 45-50c avg and it's seated correctly. I haven't overclocked it.
Any ideas why this is happening?

Seems about right, certain games have a cap for FPS such as BF4 (max 199 FPS) and if your monitor refreshes at 60hz then that's good. As far as LOTRO you are going to want to adjust the settings and turn off stuff that doesn't make much of a difference graphic wise but will improve performance. Things like NPC detail & distance of objects adjusted lower should improve FPS although I don't know LOTRO graphic settings but there should be similar options.
