[SOLVED] GTX 1060 not booting or doing anything much at all

I have just bought a second hand GTX 1060. I have installed GPUs many times before. The PC power light comes on but that is about it.

The motherboard is B450M S2H

The previous card was GTX960. Surely I should just be able to put the card in and it should just work right?

Can anyone give some really basic step by step advice on what I should do to try to get it to work?

I have now tried it out on another PC. Still the same thing. The fans are spinning and LED for power is on. PC does not boot or do anything else.

It sounded somewhat similar but maybe it is not. I cannot work out what the person did to get it to work.
