So i got my GTX 1060 and its not booting in top two PCIE slots while it works in bottom one. Tried it in another computer with MSI Z170 PRO GAMING MBO and it worked just fine in x16 PCIE slot,
I tested GTX 560 in P8Z68-v/gen3 mbo and it worked fine in top slots. Im just confused as every part works fine but together its a no go.

Some older mobo's have issues with newer gen cards.

Typically it's mobo's that do't have a UEFI bios (although yours does). They generally won't take cards beyond a GTX9xx series, which could be why your GTX560 works and the 1060 doesn't.

What bios number do you have? 3603 is the latest.

Just try the CMOS reset to be sure. After that, I suspect it's the older bios that may be causing the GPu not to be recognised. Given you have cross platform tested both GPU's, it seems likely the issue is bios related.
It didnt work as expected. Idk its probably a bios issue but idk. I wanted to test my 1080ti on it just to be sure but i dont have 8 pin connector just 2x 6 from psu.
I do have however Intel DB65AL mobo which has 2018 bios so it could somehow work but i tried updating that bios and it didnt work. Its just a mess at this point

Looks like the Intel B65 mobo will have the same issue. Although, by the looks of it, the B65 defo has the older type bios. The 2018 version of the bios may work with the 1080ti, but I doubt it. Even if you did have a PSU to test it.
Well i think ill just sell parts as is, I wanted to put a pc together but it doesnt work so whats the point. I had x3440 with mbo where 1060 worked but for some reason the mbo started beeping code like it was shortening and i took it out and then it got fried. Idk if mbo died or only cpu but its no longer working

Not a bad idea. You have a few decent parts there. You might be able to cobble 200$ out of them. Maybe more. You would really only need about 4-500$ to have a decent base system, with which you would have no such issues.
Ive got 2 spare mbos, like 6 sets of ram, 2 gpus, 2 cpus, 2 80+ modular psus, 2 cases with windows etc.

I'd consider just building a system based off the 6700k, 16gb ddr4 and the 1080ti. That would still be a relevant system for another year or two. Then consider an upgrade further down the line.
I did build it and im currently using it, just wanted to have side pc but no luck but whatever
