Solution
got around the same power in FLOPS, but is limited in VRAM
compared to the Founders Edition of the 1060, the reference design by NVIDIA

compared to an EVGA 1060 with a slight factory overclock, the supersuperclocked 970 doesn't stand a chance
the X70 are always the second best cards upon their release
while the X60 is a massproduct

from 100 chips manufactured for the Geforce 900 series around 50 are good enough to be in a 970 (making up numbers)
but from 100 chips manufactured for the Geforce 1000 series around 80 are good enough to be in the 1060
thus the lower price. the 1060 is the weakest chip of it's series, but the Geforce 1000 series is just way better than the old 900 series

Because it's on the older architecture and was one of the better card until the 1000 series was released. It will drop eventually but it takes time. A lot are still listed at $300 which is only $30 off what I payed almost 2 years ago...
