I got a new Gainward Phoenix GTX 1060 6GB and using their OC software:

1.Should I increase the Memory more than 4600? I afraid to make harm to the VRM due high temps', and because there is no way to know the temps.
2.Is it safe to max out to 100% the "GPU Over Voltage"?
3.What are the limit temps? 90C?

right now I set:

2100Core (with boost to 2300 due to Nvidia's GPU Boost 3.0)
4600Memory
76~81C on full load
60~70% fan speed.

Solution
The higher you set the voltage, the higher you can clock it. It's impossible to set a voltage on that card that's dangerously high without hard-modding the card, so go nuts.
You aren't going to put your cards VRM at significant risk of failure unless you drastically increase the power limit. Since this is only possible with a custom BIOS, feel free to make whatever adjustments you want in the software - there's plenty of built-in protection these days, and the card will throttle both speed and voltage if the actual current demand exceeds a preset limit.
