GTX 1060 Performance

Hello,
I bought a MSI GAMING X 3GB GTX 1060 but for example, when I play The Elder Scrolls Online I have to have the settings to high instead of ultra and some of them even at medium for the GPU to at least perform with an average 50fps. Could this be my CPU bottlenecking my GPU (sometimes when I reboot my system up I have to wait until my CPU decreases temperature for my computer to boot up as I'm using the stock CPU cooler).

There shouldn't be a problem with the CPU; Haswell is still new enough. My guess is that Elder Scrolls has large texture files, which can slow down your GPU since it has very little VRAM. It also depends on what resolution you're playing at. For the 3GB GTX 1060, I suggest staying at 1080p. Anything above that will cause serious VRAM overload.
 


I'm playing on a 1080p monitor. Even now when I enter into fights I can get 20fps. I think there's a problem with something :/
