Gtx 1060 running at 40 percent. Cpu running at 100 percent.

I have a gtx 1060 6 gb that runs at only 30 to 40 percent usage while my cpu runs at 100 percent usage. I have an i5 7500. Do NOT tell me that I need to buy a new cpu because this one is bottlenecking the 1060. I've done plenty of research and in no case should the 1060 be bottlenecked by the 7500. I have been looking all over for some sort of solution but can't seem to find one.
 
Solution
Check your Unigine Heaven or Valley Score with that of other 1060 systems to narrow down if it is a problem specific to this game (quicker than 3DMark).

Maybe try to configure your Bios, if you haven't done so yet. I think one should set FLCK to 1GHz rather than Auto or 800MHz. And of course use memory XMP. Turn off energy states which might be throttling (check clockspeed with CPU-Z). Etc. Just a suggestion.

Temperature is at about 62 and speed is at 3.57.

Task manager is showing that all 4 cores are running. And temperature was in game.

The game is h1z1. Task manager shows that all 4 cores are running. And yes that was temperature in game.

That's what I thought as well but I have a friend that runs it at a steady 60 fps with the same gpu but his cpu is even worse than mine. I Don't know exactly what cpu he has but I know it's worse because it was my old computer.

In the cities is where I have the issues. I get about 20 to 30 fps in cities. But in fields and woods I get around 50 fps which is bareable. But if you've ever played the game you know that you are in cities quite often.
