GTX 1060 under preforming Dramatically

i have a GTX 1060 gb g1 gaming and my GPU usage is never over 50% in all of my games including far cry 3 and 4, GTAV, Black ops 3, Battlefield 4, and many more, Because the GPU usage is so low its hindering my game performance rendering my games unplayable, i reinstalled the latest drivers twice, i set the power option in nvidia control panel to "prefer maximum performance" and "maximum pre rendered frames" to 3 but still no luck, i have an amd fx 8350 oc @4.6 so there should be only a little if no bottleneck, i really need your help as i want this card to work as advertised here is a video showing you the problem in battlefield 4: https://www.youtube.com/watch?v=oy7tkAaF21I&t=230s

what's your cpu usage? I think it's the cpu that's under performing, and cause the 1060 to cripple its performance.

it would be best to list your full system specs but it does sound like your CPU is too weak and the GPU is being limited

Raise the game's resolution and/ or game settings higher. That will increase the GPU usage. Playing on lower resolution and graphic settings takes the workload off the GPU.

my CPU usage is always the same or higher than the GPU usage, never lower than the GPU usage
