Gtx 1060 underperforming or bottleneck?

I have recently just purchased the Asus Dual GTX 1060 6gb OC. I upgraded from a 650 and have barely gained even 30 fps on games and even less on others. I'm not sure if its a faulty card or a bottleneck, since the benchmarks I saw had much better performance.

When looking at MSI after burner it seems to only be using 4000hz instead of the 8008 if can produce pre OC. It also drops to 800 at some points but I'm not sure if that's just an issue with MSI after burner.

I do intent on upgrading my CPU in a month but just wanted to know if I should return it and get a new one before then.

CPU - AMD Anthlon 3.2 quad core
Ram - 12 GB
GFX - GTX 1060 6GB

He didnt give the full details of the cpu yet if it is indeed the athlon 740k then we can conclude it is a bottleneck

dont forget some athlon is fast enough for triple a games like the x4 845 but it also is a good point that athlons are clearly outdated

The CPU is a 750K 3.4 ghz (sorry about lack of info before)

When running battlefield 1 (not even getting a stable 30 fps on medium), my cpu usage is at 100%, while my GPU in task manager doesn't even reach one percent.

In MSI after burner, it shows temps of about 50-55 while playing the game and says it is using about 45-45% of power

I am quite new to individual components, especially compatibility between them (as you can see). I am making a build with the hopes that it will last a while. With this in mind I was thinking in the I7 7700k range. I will be upgrading next month so I still have time to decide, and if you can offer any assistance.

Also, just to input, my disk usage is always very high. It is a pretty old hard drive, im not sure how relevant this is in gaming as far as overall performance

HDD performance matters because when my HDD is 100% all the time my whole build got slow,

I would recommend getting the i5-8600k if you can find one it is equally and most of the time slightly faster and also has 9m cache.
but the i7-7700k would still be enough if you cannot find the i5-8600k after all it is still your preference. thanks you

Thank you for the help and reccomendation, I think I will go with the processor you have suggested.

Just a quick point on the original question of the thread, i've been analysing the power the card has been using while playing games and have yet to see the card use even 50% of the 6gb. Is this further evidence of bottlenecking?

the memory usage depends on the resolution and texture settings you play at the one that you must watch is the gpu core usage because if it is too low ie 50% or lower while the cpu gets 100% then it is a sign of bottleneck

For example, when I play CS:GO my CPU Usage on task manager is 95-100 while the gpu doesn't hit above 40?
