GTX 1060 underperforming

Hello i recently bought an MSI GS73VR 6RF Stealth pro, and it's been running fine for a week until nvidia dropped the new driver (411).

Before the new driver update i was getting around 80% to 100% gpu usage in most games with decent frames.
Right after the update my GPU usage became 40% to 66% (that was the maximum value i got) and my frames dropped around 10 to 20 fps.
i tried:
-running all games on high priority through task manager (nothing)
-turbo mode in MSI dragon app (nothing)
-Overclocking the GPU (nothing)
-Reinstalling all my games after unistalling geforce experience (nothing)
-Usinng DDU and instaling anolder nvidia driver without geforce experience (398, nothing)

Note:
It is not a temperature botleneck because i'm running at a cool 70 C GPU and 80C CPU (3.2 Ghz). The cpu also doesnt go above 80% usage.

Specs:
6700 HQ
GTX 1060 6GB
1tb hdd + 256 ssd
16 ddr4 ram
120hz ips 1080p

Please help me i don't have any options left but to reset my computer to factory settings.

Games i play and fps drop:
Fallout 4 10-20 fps drop
Dark souls 3 10-20 fps drop
KSP 20-30 fps drop
war thunder 30-40 fps drop
CSGO 40-60 fps drop

Download drivers using GeForce experience. Probably a bad installation/download. Happens sometimes. Roll back and update again. Also, download all the other drivers on your PC using something like Driver Booster 5

I'll try that but i doubt it'll work because i already performed clean installs of the nvidia drivers and nothing changed. I'll update you of the outcome.
