I want to buy either gtx 1060 (Gigabyte GeForce GTX 1060 Windforce OC 6GB )with 16gb ram or gtx 1070 (zotac geforce gtx 1070 mini) with 8gb ram (Both of them with i5 8400)

I have 75hz 1080p monitor .. and I want to have my PC for a really long time without a need of upgrading it.
Mostly I will be playing MMO games, PUBG and some other new games that will come out soon :))
So should I get 1070 with 8gb ram or 1060 with 16 gb ram?

Solution
You could do either today.
Playing at 1080P either graphics card should play well.
If you are not multitasking, 8gb is sufficient.

If you never will upgrade anything, I would pick the GTX1070 route.
The stronger card will play fast action games better.

But, who knows what the future might bring and what the game requirements will bring.

If you might need more ram, realize that simply adding 8gb is not supported and may not work; your odds of success are good, but less than 100%
Ram must be matched in a kit.
To be safe if you need 16gb, you may need to opt for a new 16gb kit
To my mind, the 16gb option might be better long term.
Replacing a graphics card is a simple process with resale value from your old card.

No bad/good answer here.
You monitor is going to be your bottleneck in a lot of situations with the 1070. Since RAM is typically cheaper than a GPU, I would go for the 1070. Then you can upgrade the RAM later. The 1070 is definitely the better GPU. I would also highly recommend getting a 144hz monitor when you can afford it. It will be a huge difference with the 1070 over your 75hz panel.

if your goal is to not upgrade for as long as possible, then buying the strongest card you can now is the way to go. so the 1070 would be the choice if it is in your budget. over time you'll slowly lower settings until finally a few years from now, you'll finally want an upgrade.

8 gb of ram is enough for now and you can up that later when you find you actually need 16 gb. will be much cheaper down the road than a gpu upgrade will be.

ALWAYS!!!
Chose the better chip over the amount of video memory.
The AMOUNT of video ram has very little affect on performance unless you simply don't have enough. (which is fairly rare)
The SPEED of the video ram is another story and DOES have a serious impact on performance.
