As the title says I went a bought myself a 1070 card and an i7 CPU + a Hyper 212x cooler, I also got 2 sticks of 8gb 2400Mhz RAM. Yet I'm getting the same FPS as before, around 150-200 (in CSGO thats not as good as it may seem, I should be laying around 300+)

Other specs:

MB: GIGABYTE z87x D3H
PSU: Corsair 600W
1TB HDD (non SSD)
144hz monitor
Windows 8.1 64 bit

ANY help is appreciated. The only thing that I can think of is windows 8.1 is "bottlenecking" my new gear but that seems like a long shot so that's why I'm asking you guys.

Solution
Was just a hunch, something to try. Dunno, possibly driver related or how Vsync corresponds with Gsync when it's enabled. Anyway a glitch is what i was guessing.

Furthermore just quick searching:

Could be related, not fact, a driver / Vsync / Gsync is 'possibly' the reason for lower fps.
I'm not understanding why so many people are infatuated with getting 200+ FPS on CS:GO. Since you have a 144Hz LCD monitor, it's a moot point. Anything above 144FPS is a waste of power as the monitor cannot refresh faster than the frame rate. It's effectively spinning your wheels in mud.

I'm a retro gamer myself (CS:GO is a 12 year old Source engine now) and have a 19" Sony Trinitron CRT on my Windows XP retro gaming rig. The only way I can get smoother FPS above 60FPS on it is to lower the resolution (native 1600x1200 @ 75Hz).

I suggest you set fps_max 150 to reduce excess load on your cpu. It should make things a bit smoother and a bit of reduction in ms access time. With the CPU freed from maximum fps it has more time for connection. You monitor can't display more than 144 so there is really no point.

Well you're missing the point of this thread as many people do when it comes to my problem. I KNOW that 300+ fps is overkill but thats not the poiunt, the point is that I should be getting that fps yet im not.

LOL your monitor is 144hz , ok I can be wrong but one thing is right , you only will see a max of 144 fps on that monitor so more than that is waste of money lol

What you gonna do with 300 fps anyway , it is just to say " I have the best PC on the world " ??

I agree if your playing matchmaking 5vs5 but on a 30~32 player server there are very few CPU's that can push that fps. Throw in custom maps its not so simple. I got my fps_max 85 and that is with mid settings with a 280. CSGO is very taxing on CPU's.
You can reduce friend notify settings and few other settings could help. Also start up a game and alt tab. Do a control alt delete and check your process. It could be programs starting up taking up CPU resources.

It's more to do with server refreshes and hit boxes. Apparently theres an slight advantage allowing the server know you can pump out as many fps.

How would G-Sync hold him back?
G-Sync is hardware inside the display that determines the fps output of the GPU

Csgo can run without a GPU at all and almost all of it's load is on the CPU

Furthermore G-Sync syncs THE MONITOR'S refresh rate to the fps output by the GPU
Which means G-Sync doesn't interact with your computer AT ALL but limits the display's refresh rate when your computer can't deliver 144 fps

As for OPs problem: generally in csgo it doesnt matter if you got 200 or 300 fps for gameplay anymore. Yes, 60 is almost unplayable and anything under 120 feels sluggish. But above 200 there's no difference anymore.

It could be any number of things holding you back: background apps, msaa, a second screen costs you some fps as well, bad GPU settings (Gforce Experience), or just a configuration that csgo doesn't like (as in my old computer when I couldn't close full screen on html5 vids for no apparent reason)

Maybe you shouldn't run a devils canyon z97 chip on a z87 board and expect to see good results. Intel tells you specifically that the 4790k is only compatible with the z97 chipset. Just because some manufacturers released bios updated to allow the z87 board to become compatible, doesn't mean it is, and doesn't mean it will give you the best performance. Good luck.

dude this issue has been resolved 2 years ago and was even marked as solved
pls don't revive dead threads
