GTX 1070 black screen on windows

I recently purchased a new CPU, Motherboard and ram, and now my windows hangs and goes black screen after around 5 seconds after windows load, the gtx 1070 runs properly on my old rig so I don't think the videocard has a problem, tried my old r7 videocard on the new rig and it works properly so i also don't think the motherboard has a problem, but when I use my 1070 on my new rig it just won't run properly. Also, I used the on board display to install the windows because the windows installer don't boot up when using the gtx 1070. what could be the problem?

New Specs:
i5 6500
Asus z170-P
16GB Ram
Zotac 1070 amp! extreme edition
Windows 10 64-bit

Old Specs:
i5 3450
Asus p8z77-v lx2
16GB Ram
Zotac 1070 amp! extreme edition
Windows 10 64-bit

I will have a minor impact on frame rates but its a PCI-E 3.0 motherboard so it will be minimal. Take a look at this article and notice the PCI-E 3.0 x4 performance:

No idea why your x16 slot is causing problems. Do you have the latest motherboard BIOS?

sorry forgot to include the power supply, im using seasonic 520 watts, im using the same psu on my new and old rig

I plugged in on the alternate PCI-E slot and it is working properly now but the alternate slot is only at x4, wouldn't that have any performance issues, and also, do you have any idea why it won't run on the primary slot? Thanks

ok thanks! I'm also thinking of updating the bios too, though I have never upgraded any bios before, or I can also borrow my friend's videocard to test the x16 slot again or maybe I could return it to the store.
