GTX 1070 FPS drop (all other fixes tried) - plz help :-(

When playing CS:GO, BF1, Battlefront, i experience stutter / FPS drop.
Example: In CS:GO, my avarage FPS is 150 (pretty low ??) and it drop to 60 FPS while moving.

PC:
Motherboard: Z87 killer asrock
CPU: i7 4790 3.6 ghz
Ram: 32 GB, (4x8gb) DDR3 1600 mzh(transfer speed)
GPU: ASUS DUAL-GTX1070-O8G
PSU: 500W
3x SSD hdd. 119 gb, 118gb, 250gb.

Tried:
-Format the HDD.
-reinstalled different driver version, as clean installation
-tried another PCI 3.0 port
-overclock using MSI afterburn
-Set PC performance to high
-Set power management mode to "optimal power"

Nothing helps

How are the thermals for your CPU and GPU?

Also runs a test on the memory as well as checking to see if its all proper seated.

Tried to run some games to see the temp. while gaming.

CGO
Temp was en generel lower.


memory test showed no errors / faults.
