Gtx 1070 fps drops?

Hello I'm having a bit of a problem here. I just built a new pc and I am experiencing an unstable frame rate in pretty much every game I play. I can get a high frame rate on any game but it will not stay consistent and drops by about 10-50 frames when I play. It is like the game is stuttering. I have tried everything like changing graphical settings on games I play and changing settings in the nvidia control pannel. I have msi afterburner and the temps are normal and the CPU usage and gpu usage are normal. The frame rate is just extremely unstable and drops at random times. Here are the specs of my system:
CPU: ryzen 5 1600x
Gpu: evga gtx 1070 ftw
16gb ram
256gb ssd
1tb Hardrive
Gigabyte ab350 gaming motherboard
Hyper 212 evo cooling
Windows 10

Have you tried updating the Nvidia drivers or rolling back to a previous version?
What games do you play?
What is your screen resolution?

I have the latest version, it's very bad when I play Bioshock infinite and drops when I play doom, and resolution is 1920x1080 144hz monitor
 


did you try rolling back to a previous driver version?
you can also check the EVGA website for any BIOS update for your card.
