Question gtx 1070 from ebay

I bought a geforce gtx 1070 from https://www.ebay.com/itm/ZOTAC-GeFo...332204&hash=item5b55a88394:g:4DEAAOSwYEBcjnG1
However, it is extremely dusty. A small non-conductive part of the PCB even seemed melted, with things (can't find a better word) that can be wiped with a tissue.
Since 1070 was released in 2016, it can be 3 years old already... I haven't benchmarked it yet, since there is no way I would put something that dirty into my pc until it is perfectly cleaned...
I know there is nothing inherently wrong about old gpus, but how do I make sure that the components are in perfect conditions and won't fail in the near future?

You can't predict the lifespan of a used GPU , you don't know what how it was used or treated.

you can test it, if it works keep it, if it doesn't send it back you are buyer protected

Is there a way to know if this gpu has overheated/burned before?
